Traffic and Highway Services form part of the Street
Scene and Waste Division of the council’s Environment
and Regeneration Department. The purpose of the
service is to discharge the council’s responsibilities as
a Highway, Traffic and Parking Authority, assist with its
responsibilities as a Local Planning Authority and assist
in the delivery of the Community Plan vision. The main
aims of the service are:
• to ensure the safe and expeditious movement of
all traffic on the highway network
• to manage and maintain the highway network
• to improve the street scene
• to improve the quality of life of local residents
Traffic and Highway Services has responsibility for the
following functions:
Network improvements:
including safety schemes,
speed management, cycling and bus improvement
schemes, parking control, developers schemes,
crossovers, traffic management orders, traffic signals,
lorry control.
Street works and network management:
granting
street work permits, network management duty (TMA
2004), management of road works and co-ordination,
highway licences, issue of Fixed Penalty Notices.
Network Maintenance:
maintenance of street lights,
bridges and other structures, inspections and
assessments, structural design, surface water
drainage & development of flood avoidance measures,

asset management, development of planned highway
maintenance programme, contract management
(highways, street lighting, ground maintenance).
Highway Safety Inspections:
reactive maintenance
to treat defects, out of hours call outs, road traffic
accident attendance, insurance claims, overhanging
vegetation, highway enforcement, network
inspections & fault reporting, skip/scaffold/hoarding
licence approvals.
We are a multi-disciplined Engineering Department
undertaking the council’s role and responsibilities as a
Traffic and Highway Authority. The Service is used by
residents and visitors 24/7, 365 days a year. We
oversee, programme and manage everything that
happens on the public highway and we are a front line
service committed to delivering high quality services
that represent value for money. The services we
provide are pivotal to the delivery of the Council’s
strategic objectives.
